Efficiency Study of the Qualifications System

- Ofqual has a role in making sure that the qualifications system provides value for money and meets the needs of learners and employers. As an early step in developing this role, we are undertaking a major study of the qualifications system in order to develop a better understanding of how the system operates and to focus on how we might look to improve its efficiency in future. The work is being carried out in conjunction with Ofqual's regulatory partners in Wales and Northern Ireland.
The first part of the study involves identifying all the organisations that participate in the qualifications system and the factors that determine and drive costs for each of those organisations. We will do this from both a supply-side and demand-side perspective. This information will enable us to construct "maps" of the qualifications system that will show where costs in the system are generated. The mapping work will provide a foundation for more focused and detailed economic studies of specific parts of the system.
We have commissioned PricewaterhouseCoopers LLP (PwC) to carry out the mapping and we expect the work to be completed by the end of January 2009.
In order to ensure that the results of the study are robust, PwC will be carrying out a consultation exercise with a range of stakeholder bodies during November in order to validate and refine their maps. The consultation will explore issues around the scope of the maps, the role of organisations in the qualifications system and the high level determinants and drivers of the costs in the system.
